R. A. Butler
As minister of education during the 1940s, Conservative politician R. A. Butler was responsible for some of the most important reforms of the British education system. The 1944 Education Act established, among other things, free, compulsory secondary education in England and Wales for the first time, and raised the school leaving age to 15. Similar acts were passed for Scotland in 1945 and Northern Ireland in 1947.
