Five-Year Plan, name of each of the series of programmes adopted by the former USSR for the development of the national economy and cultural life of the country. As the name suggests, each plan encompassed a five-year period of concentrated development efforts. Other nations, including India and China, have also used five-year plans. The term became identified with the economic policies of socialist or communist governments.
