Windows Live® Search Results Plymouth, unitary authority, south-western England, situated on Plymouth Sound, to the east of Cornwall and to the west of Devon. On April 1, 1998, the borough council that had administered Plymouth, in conjunction with Devon County Council, was replaced by Plymouth unitary authority. The new administrative body is responsible for the provision of all local government services, including those previously provided by the county council. Although administered separately, Plymouth remains geographically part of Devon. Population 240,718 (2001).
